Abstract

Ahead of the democratic party held once in five years, which will be held in February 2024, many issues regarding the process of organizing elections are in the spotlight. One of them is regarding the funding of political parties where on March 30, 2022 the North Sumatra Provincial Government issued a regulation through the Governor's regulation number. 188.44/188.KPTS/2022 which contains that political funding assistance for political parties was increased to Rp. 5000, - and the total funds spent by the North Sumatra provincial government amounted to Rp. 31,630,285,000. Political party funding and campaign funds are two different things. Funding for political parties can come from Law Number 2 of 2008 as amended by Law Number 2 of 2011 sourced from membership fees, lawful donations, and financial assistance from the APBN / APBD. And the source of campaign funds comes from individual donations and also from groups / companies and non-government-owned businesses. the use of Campaign Funds in general elections must have campaign fund transparency, campaign fund limits and Campaign Funds can be used as awareness building. this research method uses qualitative research methods data collection methods using secondary methods. According to Sugiyono (2018: 456) secondary data is a data source that does not directly provide data to data collectors, for example through other people or through documents. In this study, secondary data sources are books, journals, print media, research results and electronic media. The results showed that the practice of money politics in the process of implementing political contestation is still a problem. In an open electoral system, the problem that often occurs is the practice of money politics between candidates and direct constituents where candidates usually give goods or money in the campaign process. Whereas in a closed electoral system where political parties will determine the candidates who will be elected because the constituents will vote on the party logo then the party has the authority to determine the candidates who will be elected, there is a shift in money politics transactions from candidates to constituents to candidates to political parties. In this case, the beautiful serial number will become a struggle for the candidate. Election organizers currently only see compliance from political parties in reporting campaign funds, there has been no supervision up to the truth and use of campaign fund sources
